A daring move I know but all the villages are not open. It was clearly posted in the Available ranks topics and we all made mistakes in approving to many kages to villages that can have no members. But we are kind so we will allow 1 new village to be opened. So all Kage's other than the Hokage [there is none so none of you are safe right now] need to report to the Tournament Section and the 1 Winner get to keep there status.
